O2 urges Ofcom to limit Vodafone, BT in auctions

O2 has urged Ofcom, the telecoms regulator, to shackle Vodafone and BT when bidding begins this summer for lucrative wireless spectrum needed to bolster 4G and 5G services. BT and its EE network own 45 per cent of the country's usable spectrum between them, compared with 28 per cent for Vodafone, 15 per cent for O2 and 12 per cent for Three. Ofcom has already proposed that BT and its EE mobile phone network should be barred from bidding for spectrum in the 2.3Ghz band, which can be used immediately to bolster 4G services. O2, responding to Ofcom, called on the regulator to also bar Vodafone from bidding for more than half of the lower frequency spectrum. Mr Evans adopted a more conciliatory tone than Three and said that the lower cap was "a step too far" as it would prohibit BT from bidding for future spectrum needed for 5G. He said that it was important to remind Ofcom of its statutory duty to ensure that all spectrum was being used efficiently.
