BT completes Ofcom-mandated staff transfer to Openreach

BT has completed the transfer of 31,000 employees to its Openreach division in what it said was the largest simultaneous transfer of staff in UK corporate history. BT still owns Openreach but agreed last year to legally separate the network business in order to increase its independence. The transfer of staff into the new business was opposed by BT but Ofcom was adamant that Openreach should not be formed as a legally separate shell. BT said the huge staff transfer represented the "Final step" in creating a more independent Openreach. Ofcom has vowed to monitor Openreach's relationship with BT. It said in June that it was concerned that BT continued to exert control over Openreach's strategy, citing emails between senior executives that demonstrated that BT was involved in the network company's financial planning.
